Labor Risks Prevention

The Health and Safety Risk Management Department in Becsa, was implemented in 1996 following the entry into force of Law 31/1995 on Safety and Risk Management.

The changing needs in the matter of risks prevention and the ongoing improvement of the Company’s Management in ensuring the occupational safety and health conditions of each of its organization units, has led to the integration of preventive actions at all levels of the organization and implementation of members of the Health and Safety Risk Management Department, to ensure an optimum management in the matter of risks prevention.

The BECSA´s Health and Safety Risk Management Department consists of three different units:

Audit Management Unit

The aforementioned law enforced the companies to implement and posses an Occupational Health and Safety Risk Management System, auditable regularly and which should determine the organizational structure, roles, practices, procedures, processes and necessary resources.

In 2006 the Board has decided to base the Occupational Safety and Health Management System on the OSHAS 18001 Standards, starting these activities in its “Castellón” Branch as finally the whole process was consolidated in 2009, in all its branches. This implementation was approved by a corresponding and updated certificate issued by BUREAU VERITAS.

The Management and Audit Unit is responsible for maintaining the BECSA´s Occupational Health and Safety Management System updated through the creation, modification and spreading of the different procedures that conform this system as well as through a continuous auditing process inside of each established work processes within the organization.

Another fundamental tasks of this unit consists of the planning, creation and implementation of training courses in accordance with regulations in force (Law 31/95, Collective Agreement in Construction Sector..)

Technical Unit

The Technical Unit's main objective is the advice on Labor Risk Prevention to the different business areas that make up the Group, providing coverage and technical support in the fields of Occupational Safety, Industrial Hygiene and Ergonomics as well as Applied Psycho-sociology.
Such coverage results in the production of documents and implementation of actions ascertained by regulations related to Labor Risk Prevention. It is worth mentioning the next procedures:

  • Risk assessment.
  • Accident investigation.
  • Technical reports (incidence rate developments, thematic reports).
  • Health and Safety Plans.
  • Inspections, monitoring and evaluation to workplaces.
  • Specific technical training on site.
  • Hygienic measurements.
It is worth highlighting the regular meetings carried out in the Head offices by the Labor Risks Prevention Committee composed of Managers and engineering managers along with the Labor Risks Prevention specialist. This committee aims to provide and compare data (accidents development, test reviews, new regulations, ...) and the exchange of views regarding the Labor Risks Prevention matters.
Medical Service

Medical Service performs two distinct functions:

1) Control of the Health Surveillance undertaken by the External Prevention Service, which includes among others:

  • Planning and assuring workers attendance at medical examinations.
  • Control of medical examinations, assuring that their performance comply with quality requirements and are according to the planned schedule as well as the interpretation of results.
2) Medical assistance to workers when necessary.
